Abstract

The article highlights pros and cons of positive discrimination of people with disabilities in educational institutions. It is hard to have unified institutions under uncertain conditions. The transition and implementation of standards should be conducted under both governmental and public control. Civic activists and NGOs play a vital role in creating a safe and transparent environment for all. Self-help groups and additional educational activities are necessary to ensure successful transition.
